But the Doctor chooses instead to focus on the rest of the message. So this was a mission brief. The Doctor had already decided before they reached the actual brief part that he's interested in coming. First of all, big, new planet with some lovely weather from the sound of it. Second, he's interested in those locals, and what, exactly, this artifact is. It doesn't sound terribly difficult to participate in some of the local rituals, especially since he's done it before. Maybe not in this dimension...or planet...or with these particular aliens...but yes. Shouldn't be too hard, right?
The Doctor's pacing about the Observation Deck, anxious to have his first trip in a new dimension on a new planet with new rituals. Big day for new things, it seems. It's rather like winning the lottery all at once.
He wishes Amy and Rory were here to see this. They seem to take well to participating in new, interesting rituals, provided they don't try to kill them or involve long romantic runs down corridors. (Honestly, it's not his fault they end up like that. It's just a bad track record.) Well, he supposes once they're out of the pods, he can always tell them himself.
It doesn't occur to the Doctor to look more closely at the fine print, and think that maybe the part that should interest him isn't "artifact" but "judging and joining".

And it doesn't seem like too dangerous a mission, and Howard needs to build up some face in front of all these strangers. If it looks like the judgment's on strength of character, he'll quietly slip away - no one knows him well enough that his absence will be sorely missed. So he decides he'll go.
