Command Meeting [Closed to Command Staff]
After taking some much needed time to rest, collect their thoughts, gather information, plan, and work out the logistics of said plans, the Command Staff finally convened down in the city in the Basilica of St. Peter. The Vatican had served well as their meeting place before, so it made perfect sense to use it again. It was obviously large enough to house them all, and it was also quiet, since it seemed that the changes that had been made to the structure by a certain crew mate had led many crew members to avoid it.
There was much to be discussed. The fall-out from the battle over the Yeerk, what to do with the prisoners being held in the precinct, and--most importantly--the up-coming effort to breach Stacy's barriers, open up more of the ship, and deal with what lay in wait there.

Not that that stopped Luis at all. He was among the first there, sitting off to the side with his omnicomm open to the roster where his name was listed just in case nobody believed he was supposed to be there. It may have been a mysterious promotion from nowhere but god dammit, Luis was going to do the job right.
Besides, his position seemed to piss off Brainiac 5 on principle. This was totally worth it.

He eyes the new head of science from his position to one side of the room, arms folded smartly behind his back. He doesn't know Luis or how Luis came to be here, but he's heard there are some... interesting specifics to this.
Either way, he can't wait for this show to get on the road.

"I also agree with Kirk--we should release the girl--Katara is her name? And Robin, because of their ages. Maybe Leela, but what worries me about her is that Robert's investigation into who broke Sam out of the prison before it was reinforced pretty much points her out as our lead suspect. She had a big hand in all this, even though she's a teenager. If she'd never broken Sam out..."
She frowns.
"And considering Sam was in prison all this time, how'd he have time to organize all these people? For all everyone's angry at Winchester, I think it's more likely she's been the one mostly in charge of pulling the conspiracy together."

Lyta didn't do anything and Robin and Katara did only a little and backed out and they wound up in jail--meanwhile Khaji Da would've killed the Yeerk by accident if it wasn't for Leon's ruse, he nearly crippled Sam, nearly killed him, and I know I was out cold for it, but it's my job to keep him in check. It doesn't feel right to me that we caused more damage, and I was let off scott free, and they weren't."
We. Even though it was just Khaji awake. But Jaime sees it as just his much his own responsibility, what happened.

"There's something of importance I'd like to discuss," he began, standing from his seat. "This crew, minor insurrections aside, is performing rather well. However, it is my belief that we lack sufficient organizational structure and regulation. I have considered this issue myself, and I have now decided to broach the subject with the rest of you.
"I would like to implement provisional Starfleet regulations and structures in the crew among the ship, up to and including issuing likewise provisional Starfleet rank to the senior and junior command staff and officers. Our Command Staff needs to stand out amongst the crew, so that people know who is in charge, who they can go to, and so that a consistent, visual chain of command is established.
"I'd like to open this to input and discussion from the rest of the crew now, and if you have any questions, I'll answer them to the best of my abilities."

"They need to feel as if they're being represented, not ordered around. We do need a clear command structure, especially during times of conflict, obviously, but if people don't want to be part of a clear, ranked military structure, they have every right in the world not to be. We need to make sure there's a compromise between order and working as a coherent unit to get things done for the sake of our survival and getting us all home, and allowing people to retain their freedom--especially because the ship's taken it away. We have no right to do the same, and ultimately have to be answerable to them."
