Command Meeting [Closed to Command Staff]

After taking some much needed time to rest, collect their thoughts, gather information, plan, and work out the logistics of said plans, the Command Staff finally convened down in the city in the Basilica of St. Peter. The Vatican had served well as their meeting place before, so it made perfect sense to use it again. It was obviously large enough to house them all, and it was also quiet, since it seemed that the changes that had been made to the structure by a certain crew mate had led many crew members to avoid it.

There was much to be discussed. The fall-out from the battle over the Yeerk, what to do with the prisoners being held in the precinct, and--most importantly--the up-coming effort to breach Stacy's barriers, open up more of the ship, and deal with what lay in wait there.

Nothing like attending a classified meeting where you had no idea who anybody was, what you were doing there or who promoted you, along with only half a clue what was going on in the first place.

Not that that stopped Luis at all. He was among the first there, sitting off to the side with his omnicomm open to the roster where his name was listed just in case nobody believed he was supposed to be there. It may have been a mysterious promotion from nowhere but god dammit, Luis was going to do the job right.

Besides, his position seemed to piss off Brainiac 5 on principle. This was totally worth it.

The Chief's here, watchful as ever and waiting for things to come to order. He seems to be in fairly good spirits. Things are happening. They're going to do something. He's been waiting for this. John's not a man to sit idle.

He eyes the new head of science from his position to one side of the room, arms folded smartly behind his back. He doesn't know Luis or how Luis came to be here, but he's heard there are some... interesting specifics to this.

Either way, he can't wait for this show to get on the road.

Luis got a puzzled look as Nathan arrived, notes in hand. Didn't think anybody new had been nominated much less voted on.

Damn, if he had some more time before this meeting. It'll have to wait for the next meeting. He still had a lot of information to pull together for his presentation.

Leon was there, having taken a seat next to Luis. He had given both the Chief and Nathan a brief look when they had glanced in that direction. It was just a very quiet way of saying 'don't worry, he's cool, go on about your business'.

In the meantime, he looked to the Captain to get things started.

Everyone got a nod of greeting when Jean arrived. Taking a seat, she only hoped that today they would clear a lot of things up - and that there wouldn't be too much bickering.

Kirk arrived a few moments later, dropping into his seat and giving a business-like nod to all present. Hopefully, they could some solutions hammered out before things started to spiral out of control.

Cybil's there, looking somewhat sour about...well, everything that's gone on recently. But they're here to try to work out as much as they can for the benefit of the crew.

Jaime's here, quiet, not suited up (because he doesn't have permission, goddammit) sitting in a chair and messing with his omnicom.

The command staff have to assess the battle over the Yeerk, the detainees being held in the Precinct cells, and how to reunite the fractured crew and mold them into a cohesive unit.

Jaime and a group of volunteers has spent months crawling through the vents in an effort to find a way to open up the rest of the ship. They have had some success, enough to believe they can get to the closed off sections shortly. With Leon and Security, they have come up with a plan on how to do so...

Given recent events, some members of the command staff have ideas of how to make the ship run more effectively or fairly...among other things.

Reclining in one of the modified pews, there is a lurker, someone who isn't part of the command structure, isn't the head of a team, or even really belonging to the organized crew at all. Sawyer, who is busy reading, smoking and sipping on a bottle of expensive bourbon, is here for two reasons. One, since he's been living in the Vatican since he was unceremoniously removed from the medbay, they are--effectively--holding the meeting in his 'house.'

The second reason also relates to the Vatican, but involves much more than the mere fact that he lives in the place where the meeting is being held. Much more.

He has been rather quiet as the people filed in and took their seats, waiting for the 'captain' to get things underway.

"We now have a timetable, and a plan for getting to the bridge of this ship," says Jaime. "We should be ready within the week."

"I've talked to Sam, and while I think what the crew did was reprehensible, we need to start discussing what to do with our prisoners, a trial, and so on, and how far we need to take it. We need to make it clear this can't happen again, but at the same time, we can't afford to keep anyone locked up for long--and whatever we do needs to take into account what the rest of the crew wants and the fact that we can't let this cause the crew to splinter apart."

Picard's normally friendly expression was replaced by one much more stoic and professional. Whatever it was he intended to contribute to the meeting, it weighed heavily upon him.

Before too much time had passed and before he had seen too many people staring at him awkwardly, Luis cleared his throat and spoke up.

"I should probably introduce myself," he said, "Before I get thrown out of here for lurking around in the back. Dr. Luis Sera. According to your omnicoms you'll find I'm your recently 'hatched' and recently promoted Chief Science Officer. I'm a Virgo, I like spicy foods, the nightlife, opera music and football. The European type."

Picard nodded at Luis, a wan smile crossing his face. "Well, then, Dr. Sera, welcome to the crew." He then turned his attention to the command crew as a whole, his expression back to the somber look he'd had when entering.

"There's something of importance I'd like to discuss," he began, standing from his seat. "This crew, minor insurrections aside, is performing rather well. However, it is my belief that we lack sufficient organizational structure and regulation. I have considered this issue myself, and I have now decided to broach the subject with the rest of you.

"I would like to implement provisional Starfleet regulations and structures in the crew among the ship, up to and including issuing likewise provisional Starfleet rank to the senior and junior command staff and officers. Our Command Staff needs to stand out amongst the crew, so that people know who is in charge, who they can go to, and so that a consistent, visual chain of command is established.

"I'd like to open this to input and discussion from the rest of the crew now, and if you have any questions, I'll answer them to the best of my abilities."

"A high priority here is practice with weapons," the Chief says. "With the help of Mr. Kennedy, we have some bigger guns on hand."

"I can run sessions in the sensoriums to get crew members up to speed on what we have. If," he adds, "you trust them."

This was the big holdup over the heavy guns the first time, after all.

Kirk nodded in agreement, "Seems sensible enough to me, Captain. They're probably a little different from what I'm used to... And quite a bit different from what much of the crew is used to, but I think the structure would work well, at least for the purposes of identifying who they can go to. I've no objections."

Kirk nodded grimly, "I'm prepared to offer them the same chance we gave the Yeerk - a fair trail and then a jury of their peers decides what we do with them. The death sentence would not on the table, of course. I've talked with Mister Kennedy and I believing provisionally releasing several of the younger participants would sit well with everyone. "

"I'm not sure we have much of a choice in the matter. We'll need all the help we can get, and unfortunately we don't have a whole lot of room for further delays."

"I think we need to gauge how the crew feels about it. Not everyone wants a solid military structure, and considering how many of them are civilians, it's understandable," says Cybil.

"They need to feel as if they're being represented, not ordered around. We do need a clear command structure, especially during times of conflict, obviously, but if people don't want to be part of a clear, ranked military structure, they have every right in the world not to be. We need to make sure there's a compromise between order and working as a coherent unit to get things done for the sake of our survival and getting us all home, and allowing people to retain their freedom--especially because the ship's taken it away. We have no right to do the same, and ultimately have to be answerable to them."

"I think that's not only a bad idea, but a horrible one," Jean announces, her eyes narrowing a bit. "You seem to forget that there's only a small handful of actual Star Fleet personnel on board this ship. We might be able to fight, might even work in teams, but that doesn't mean we want to be put further into a military setting."

She shakes her head. "I say no."

"I still want to know why Lyta Alexander is being detained." Jean says, looking around at the others. "Maybe someone beside Mr. Kennedy can try to explain that one to me."

Leon looked over at Jean curiously. He wasn't wondering why she was objecting, she was clear enough on that, but the quiet intensity behind it piqued his interest. This hadn't been the first time he'd seen it, and he was wondering what brought it on. It was almost like she felt threatened, or something.

He'd have to have a word with her about that later, though, as this wasn't the appropriate time or place.

"We need some way to get everyone in this crew pointed in the same direction, though," he countered, addressing the group. "We all have the same goal, which is to get back to our respective homes. Everyone going in fifty different directions to get there hasn't gotten us to that goal. We need something, and having one solid set of rules and regulations-- at least in the interim until we can create something better-- seems to me like an experiment worth trying."
