A large group of crew members was gathered. In fact, given the mission briefing provided, it was curious that there'd be such a large number for a diplomatic mission.

Non-sentient life: Extensive flora and fauna.
Semi-Sentient Life: Yes.

He knows Rory's taking little mental notes on every motion, every hint as to what happened. Being under that microscope is a distinctly unsettling feeling. All the things he doesn't even realize he does, the body language and the chewing and the inflection of his voice, getting scrutinized. And yet he can't seem to get a hold on Rory.
And yet, somehow he knows Rory would be a good ally to run to if he needed it. Just not one to trust.
He gives Rory a suspicious look, flecked with sudden greed. "No. Is she cheapskating me?"

He didn't mean to make Howard uncomfortable, quiet the opposite, really. His intent was to find the way of handling Howard that caused Howard the least amount of strain and stress.
"Did you check your kit? If not go ask about it, you should have received the same allowance as everyone else. But it's a big group. Someone might have gotten missed, and if you packed for yourself, even more likely." He might look for a new bag for Howard, once they got planet side. Or perhaps come up with a uniform look for the medical kits for planet fall for all medics. It might make him feel less singled out. He'd speak to Sakura about it.

Anything Rory does to really focus on Howard will, by default, put the kid at edge. Howard's used to slinking around the edges, letting Orc's huge stature and intimidating nature take up all the attention. Used to sinking into the shadows, safe from scrutiny and anybody approaching.
Maybe being a fixture of the background, the pillar beneath someone else, is something he and Rory have in common.
He suddenly realizes he feels vulnerable again.
"I brought my kit straight from the Warehouse. I guess I'll have to ask. Not like I've never gotten by without cash before." Rory probably wouldn't be shocked if he came right out and said he was a pickpocket, but he won't confirm it.
He actually likes his ripped up kit. It got damaged on a mission! Scars on bags are much less terrifying than scars on bodies. A memento on a kit or shoe is an adventure story.
