The plan was...well, it wasn't simple, but it sort of was.
While the CLF attacked multiple Clone Processing centers to distract the government, the group with the CLF would target one particular one in the region that'd once been New Jersey. The group with the government would offer their services in putting down their own people.
In the center, they'd split up into several groups. One would fight a fake fight, create a massive diversion, and blow up the room where the samples their DNA were being kept in the process. Another group would secure a teleporter pad. That team would teleport out other teams to steal a ship, steal some med tech to teleport to said ship, and steal a medical database. Another team would go to the main command center and hack into the government mainframe to down the sensornet around the planet so they could escape. And Nightwing himself would accompany the clones to upload the harvested memories to the Mother Brains, left unguarded because of the diversionary fighting, and make sure that was all they did.
Meanwhile, there'd be a standing order for all teams to avoid killing other crewmates, and avoid killing guards unless absolutely necessary.
It was a complicated plan. If a single part fouled up, they might find themselves dead, trapped, or worse. But if it worked, it'd work pretty spectacularly and leave them with medtech, a medical database, the clones helped, and possibly a grateful Council depending on how the fight went, because of the ones seemingly aiding the government.
In some worlds, things that were a million-to-one-chance (exactly a million-to-one) by their nature had to work. Let's hope this world is one of them, eh, mission crew?

A minion smashed out of a second-story window with an axe, screaming berserkly as she descended at Sam. Across the street, another warrior-type minion hefted a bus to fling it in Lash's direction, while in the center of the road, a rather shady-looking produced a fishing pole from his pocket, faced away from the battle, then whipped out a magnificent cast. The hook zipped off into the distance, then a moment later shot over the opposite horizon, headed towards pro-clone people as if guided.

Hey, this was pretty fun too! Lash rode that bus in the air like she was in a rodeo. Heck the suit's powers caused her to yell out a pretty big,
"YEEEE HAAAW!" before she realized what she was doing.
The entire thing flew right into a chasm, as Lash jumped backwards and landed on the cement, watching the bus falling, falling...any minute now..

"Awww...and there's no world shattering kaboom." She moved away from the street, right back to where the rest of the fight was, disappointed at the lack of fireballs behind her.

They would explode in bright flashes of sound and color. but do no lethal damage to anyone caught in the blast. Just the sort of thing that this battle needed. But really, Nanoha had something else weighing on her mind - and a person she needed to find.

The magical bullets Fate summoned were quicker, a tad more accurate (but not enough to actually hit anyone, hopefully), but held similar properties to Nanoha's. They were flashbombs, more or less, and if anyone actually did manage to get hit by one, the most it would do is cause a bit of stinging.

The minion that lost her axe to Sam (and earned a clonk on the head for her troubles) cheerfully jumped on him in an effort to wrest it out of his hands. Fighting for it seemed like a good way to LOOK busy without actually doing any damage.
Zetta, meanwhile, floated off the ground right into the middle of Nanoha and Fate's crossfire. A sphere hit him from the front, a half-dozen bullets walloped him from behind, and he spun back to the floor.

"Your day is an end!" she said dramatically, the cheesy lines aided by the fact she was wearing...well a pretty cheesy suit all things considered. Lash fired up shots that exploded near her 'foes', but didn't touch anyone. Except maybe a poor security guard or two. And also one shot fired really close to Zedd.
Grabbing the book (which was much easier now in the suit, thank you enhanced reflexes) she ran off from the battle again for the third time.
"I'm going to tie you on some train tracks or find a harvester and throw you in there to end your reign of terror," oh god she almost burst out laughing there, and managed to add much more quietly. "Foul b-beast!"
Uh...hopefully the cameras just saw it as a clone sympathizer making away with one of the pro-government people.
A few more jumps and they were gone.
