"Going where I list, my own master total and absolute" (Part 2 - Diplomacy, Tourism, and Processing)
The trip down was uneventful. The view was gorgeous when the viewing window shields were raised again when they were through the atmosphere, especially as they passed down to Megalopolis, the simply-named giant city that was this world's capital. To the Earthlings there, the continents of this world would look vastly familiar, but that didn't mean anything, did it?
Eventually the sparkling city spires of the mega-city, interspersed with flying traffic, rose up to meet them, and Obs Deck, attached by its massive shielded umbilical cord, deposited them at the Council's private spaceport. It retreated back up to Stacy after they'd disembarked.
This world was a gorgeous world, that much they could likely tell while standing there on the landing pad, looking at the rounded curves of the beautifully designed spaceport. Buildings rose up above them in shades of white, paneled with multi-colored glass, in creative architectural designs. The air traffic weaved neatly in endless lines between buildings, and the overcast sky was in shades of orange and pink, with occasional slips of a bright blue peeking through.
The Council of Five was waiting for them in person, clearly glad to see them all, dressed in resplendent clothing.
"Welcome to the Megalopolis, our capital city, and welcome to Galilee. We are the Council of Five, and we're honored by your presence."

Or underwhelming. "What have your terrorists been targeting?" Terrorist was a strong word, one that had yet to really be used to describe what was going on. Sakura remembered her not-quite promise with Rory, to walk the line of neutrality. "How has this escalated to a degree where you're looking to open negotiations in order to address the threat to your society?"
... Sakura was a little too blunt to really be asking these sorts of delicate questions, but it was relevant to the mission, wasn't it?
And then Lash went up the fountain.
"... Let me apologize for my crewmate's antics, Councilor Asmin." Sakura strode over to the edge of the walkway, glaring up at Lash as she made her second rise to the top. "Lash! You idiot! This isn't the time for this!" She was going by again, and Sakura made a grab for Lash. "Councilor Asmin has more important things to do than wait for you to get tired of playing in their fou--" She had a decent hold on her, but the strength of the anti-grav generators paired with waterflow took her by enough surprise that she was unbalanced over the railing and being dragged along with Lash before she could properly anchor herself.
Which meant there were now two people riding the fountain wave.
"This is your fault. Somehow, this is all your fault," Sakura said under her breath, eyes narrowing at Lash. She forced a smile on her face. "I'm sorry!" she shouted. "We'll be right back, Councilor!"

Really, that was just a complete waste of time. They had more important things to be worrying about, after all.

She was interrupted mid-sentence by Lash's little escaped and her eyes widened for just a moment before they narrowed in a sharp, irritated little glare. A pair of her guards started forward before she raised a hand to ward them off. "Do not ride the anti-gravity beams. They are... delicately tuned. And this particular fountain is not meant to be ridden, in any case."

Drying her hair, she gave it to Sakura, as her hairdo already stood back up to it's usual familiar afro. HOW DID SHE DO THAT.
"Sorry about that," she added sheepishly at the councilwoman. "Won't happen again. I promised to be on good behavior, after all!" Yes, in Lash's eyes, now blowing up the fountain was something to be immensely proud of. "And the gravity field is a really neat idea too." But enough of that.
"So any particular reason why the terrorists are fighting you?" She didn't mind to use that word, and in fact appeared to be eerily comfortable with it. "They want your technology? Are they fighting the ruling class? Or do they just want to take over the world?" Lash knew about the last one all too well.

Toweling off her hair, she asked, "Do you have someplace to put this away?" before fixing her attention on the Councilor. She'd heard that answer before getting caught up in Lash's antics. "What civilian targets in particular? Is it possible you could take us by some of these sites? To think like the people setting up these attacks, we'll need to know more about their main targets."
And how they were targeting these places. It was the sites that struck her as important. Civilian targets were mentioned, but what ones? Government, police, military, supplies, those all were tactics when fighting some kind of war. A civil war. "And like Lash asks, have they stated what it is they're fighting for?"

Well, other than one thing. "Also which groups of your population actually have people joining up with these terrorists, that you know of?"

She gestured at their surroundings, "...is unneeded. Should be destroyed for the sake of one group of people. They... do not recognize that what is done is done for the good of everyone."
There was an edge to her voice. "If you don't have any other questions, I can show you the site of one of the more recent attacks."

A civil war...
She gave Sakura a look and mouthed 'too vague' at her, hoping she'd understand. But arguing with her or pestering for question would get them nowhere. Seeing a site, however, might lead to some clues, even if she had a feeling it would be done in an attempt to get their sympathy. Quite normal, all things considered.

She gave Lash a slight nod, hoping she understood what she'd been mouthing. People labeled conflicting forces, but it seemed like Asmin was going out of her way to stay vague. If it tied in to the debriefing and reactions their diplomats would be navigating remained to be seen.
"Thank you, Councilor Asmin. That would be... appropriate. For understanding."
Terribly difficult to find words that weren't 'that'd be nice' when talking about scenes of violence when you wanted them. Neutral. Examine all sides. Know she has her own agenda. Discern what the agenda is for the aggressors. Figure out the real equivalent numbers in losses to both sides. She wanted to ask about security measures, but held off for now. Observation may be able to pay off.
Though really, the twin thing was starting to get disturbing.
