It's taken longer than he thought it would to get everything planned and written up, but Paco's got a mind to throw that party he and Tony had been talking about for ages. The only thing he needs now is "adult permission", just so no one gets cranky about the Great Wall of China getting used as a movie screen. Or about any of the other shenanigans an outside-of-the-Sensioriums party might get up to.
So he was going a-hunting for the highest authority figure on board without tentacles for his permission -- well, his permission for the party and to run a completely different idea past him, just to see what he said.

Leon was in the Precinct, borrowing the firing range for a little bit. He wanted some time to better familiarize himself with the GIA weapons. The plasma weapons dealt a fair bit of damage, but for someone used to handling ballistic weaponry, the lack of any kind of kickback was somewhat disconcerting. If it weren't for the flash of light each time, he'd probably never know anything happened when he pulled the trigger.
You might want to wait until he's between mowing down targets to interrupt him, though, Paco.

Paco poked his head into the shooting range and, spotting his target, entered the room and shut the door behind him. He walked away from the door, making sure to make some noise so that he didn't accidentally sneak up on the cop armed with an alien laser and plopped down on a bench to wait.
He might not do too well in school, but Paco wasn't stupid.

"Mr. Guzmán..." someone he, admittedly, didn't expect. "What brings you here?"

"Had a couple things I figured I should get your input on as Captain of the Tentacle Ship," he said. "I only need a couple minutes, max, of your valuable time."
Well, now he had three questions, but "can I shoot the alien zap gun" could probably be asked of Kang instead.

But permission-but-with-chaperons was still permission, so... "Awesome, thanks. Question two: What are your thoughts on making Have Some Freaking Fun an official department? I'm even willing to find an adult to be my co-head and, if I absolutely have to, change the name to "Crew Morale"." He shrugged nonchalantly and raised his eyebrows at the captain. "We're pretty much doing the job anyway, so I thought I'd ask."

"No. Not as an independent department. But, talk to Dr. Henderson, and if he's amicable, you can act as a sub department in Medical along with the shrinks, helping to look after the crew's mental well being.
"Functionally, it would be the same thing, just with a bit more oversight." Because unofficially leaving Paco to his own devices was fine. Letting him do so with some genuine authority? ....not so much, no. "Not to mention that if you can get one of the Docs to cosign on it, you can literally prescribe that someone stop working and have fun."

He grinned a little wider. "And can I expect to see you at the party in a non-chaperon capacity?" Or did he have to recruit Claire and Sherry to make sure Leon showed?
