The Doctor had noticed the man in the suit out of the corner of his eye, but he doesn't actually pay him any mind until he speaks. Glancing up, the Doctor snorts softly, not quite a laugh, and answers, "This isn't busy. This is bored. And... some other things, but mostly bored."
