Billy experienced two conflicting emotions as he listened to Ryutaros speak. He remembered that Ryo had witnessed the destruction of everything around him, and that it must still be burning brightly in his memory. If Billy remembered the Ohm tearing his neighbors and classmates apart, he'd probably be out for revenge too. He momentarily felt inclined to join Ryu then---hearing it spoken so bluntly reminded Billy of exactly what everyone had lost and how it had likely happened, even if he wasn't unlucky enough to retain a memory of it.
At the same time, he felt a surge of fear. So...he tried for a placating approach. "We've all suffered tremendous losses in this war. And you feel that pain more acutely than anyone else, having retained a memory of it. If there is any way in the universe for us to reverse the damage they've done, we will. And we'll stop them in their tracks, somehow. I'm glad you agree." Even if Billy would prefer to use the least amount of force---but in this case, he knew, 'least amount of force' meant all-out war.
