They've been bickering the entire time up to the Living Area.

Or, being the senior-most member of the crew present, he could have explained the entire situation at large, and the information he himself and his compatriots had gathered during their wakeful stay. This would have saved time later and perhaps aided in setting the newbies at ease.
But this was the Doctor, and specifically this was this Doctor. He wasn't paying attention. Not at all. He was staring. And grinning. Like a loon.

"No! No way! You're... Do you know who you are? Are you, could you be? No way!" The Doctor knew his literature, especially his Earth literature, and well, was admittedly a bit of a fanboy.
He tugged on the Master's sleeve, pointing at the poor human currently the metaphorical little red center target of his attention. "Do you know who that is?!"
