The matter with the Yeerk was building to a head rather quickly, and the explosion and the fallout had him worried. Not only that, but there were other concerns brewing, so he decided to take them right to the top to have them addressed.
He and Captain Picard arranged to meet in the sensoriums, and apparently Leon wasn't the first one to get there. When he entered, he walked right into a jazz club. From the decour and by the way everyone was dressed, it looked like something apparently straight out of the 1920's.
He stepped in slowly, trying to find the Captain. Along they way, his plantsuit transformed into something a bit more suited to the time and place.
Not necessarily his usual style, but at least he couldn't feel it pulsing. And he looked damn good in the fedora.
Now, to find Picard.
"Captain?"

"My apologies for the informal setting. I was just enjoying some of the music of the time, felt it appropriate. If you want, I can change the setting."

"No, sir, you don't have to change. This will do fine."
Leon motioned towards the bar. It seemed as good a place as any.
"I appreciate you seeing me on such short notice."

"Computer, if you can, lock the entrance to this Sensorium, would you?" the captain asked before turning his attentions to Leon.
"Now, Mister Kennedy, you wished to speak with me?"

"We've been doing a lot of digging into Sam's escape. The more we find, the more it becomes clear that Sam's little conspiracy isn't so little after all."

And the bad news did not stop there. "He also has at least one person in engineering working with him. There's been a number of items that suddenly turned up missing down there, but no suspects. Odds are the person is a regular, so they could walk out with something while the room was full, and no one would so much as bat an eye.
"He's also working with a girl; relatively young, good with a knife. That gives us a short list of suspects, but we haven't made a positive ID. But a couple of names on the list made themselves very, very scarce recently."

"I've never been much for politics," he started, "despite having a job where I'm bossed around by politicians, and people who'd rather be politicians than be cops or soldiers anymore. It's really all the lying that gets to me; the excuses, the spinning of facts, the passing of blame... Things have gotten so bad that no one trusts any elected official at this point, which may explain why my world, as great as it can be, has a whole lot of problems. After all, how much progress can any group of people make solving any problem if they don't trust the guy they decided to put in charge?"
There was a brief, pointed look at Picard. Right now, the number of people Leon could trust was a very, very small number. So, congrats, Jean-Luc, you made the cut.
"I do have a plan, but it only has one chance to work, and you're probably not going to be thrilled about it, sir."
Leon certainly wasn't.
