Sirius had fought so many times that drawing his wand was a reflex. He didn't care that she was turning her back on him and that this wasn't sportsmanlike at all, that it was in fact rather cowardly. He was through being nice and playing fair had only got him sent to Azkaban. Not to mention he was also very, very pissed, which was why it took him longer to actually take out his wand and say the hex.

In Sirius's world, dragons had one weakness- their eyes. He didn't know if Crematia was lying when she had said she was a dragon. He knew it was possible for one to be in disguise as that had all ready happened on the ship. It didn't matter. If she was a dragon she'd get a nasty surprise in the form of swollen, blindingly painful eyes. If she wasn't a dragon she'd get the same nasty surprise simply because she opened her mouth when she should have kept it closed.
