Open office [Open Bendytimed after Hiccup's talk with Crucible and to before Under siege]]
A time after his meeting he had returned to his palace, left to think on what had been spoken on during their meeting. Everyone would know of Crucible's ability to change form, then again even those who had known about the ability had not linked it to the Governor of the City that he protected.
Setting himself down in his office he had typed out an announcement onto the Omnicomms, he himself still had duties as a councilor, and even in a situation such as this could still answer questions to the best of his ability, even if he would not reveal his true identity by doing so. Thus, message posted the Governor of a city from a lost world worked through notes and books he had gathered while on board the ship as he awaited any response to his message. Setting up a small spell that would alert him to any who approached the building, after all, best save them the trouble of finding their way through the labyrinth of corridors that made up the upper floors.

Zouichi frowned at the door for a moment, then made his way forward. No directions on the Comm message; he supposed he could call ahead, but knowing the layout of this place might be useful at some point.

If the palace had been at its full glory and functionality back in Sanction, it would have been one of Bight's personal guard regiment that would have escorted Zouichi up to Lord Bight, as it was though he was not kept waiting long as the ever confident Lord governor of Sanction and Councilor aboard ship walked down the stairs from the second floor.
"Greetings, do come in," He called to the other and gestured for him to enter, he recognized him in an instant from one of his encounters in his feline form, though he did not recall his name, nor had he met him in his current form that he could recall.

"I'm only here to say something I've mentioned before," he said. "I think the Council needs to operate with more transparency."

"You are welcome to say such then," he commented before nodding thoughtfully as they walked, it did not take them all too long to reach his office though indeed along the way it would have been easy to get lost amongst the corridors, "Indeed, as should most governments, to a degree, though I must ask, is this in regard to the recent incident in regards to the dragon Crucible?" he asked with a hint of curiosity. "You are more than welcome to ask on issues that you believe we are not transparent on,"

"Honestly? It's more of a general observation. I assume you're deliberating on something in Council meetings; it's just never clear what those issues are. Or how the decisions go down. Or when they happen. Or how they affect the crew. Every once in a while, something high-profile happens -- someone gets brigged or unbrigged or what-have-you, with little explanation given, but that's it. Considering at least two of you ran on the platform of more transparency, I thought there might be more improvements in communication... but as far as I can tell, there haven't been."

"Indeed, council meetings are not for naught. However there is an open council meeting to be held in the near future, were it not for our current guests on board, we would have held it far sooner, it is by such open meetings that such matters can be more easily discussed to all who wish to know of such things,"

He waved a hand at Bight's words; as far as he was concerned, that was all they were until they were backed up by action. "Uh huh. Let's just hope it's more talking to the crew this time instead of talking at them."
At least Bight wasn't complaining about how hard his job was. That was an improvement.

Bight's confident manner didn't change in the least at Zouichi's dismissal and comments, he didn't expect him to take his word on the matter, he himself had been at the last council meeting, one that could have gone better but then he himself had not been on the council at that time.
"Indeed, I do not intend to ignore the crew's voice at the meeting, in my time as Governor of Sanction I did not let the issues of my people go unheard," He replied earnestly, how hard his job was? Compared to Sanction his position on the council was simple. He didn't expect Zouichi to take his word on it, rather to judge on his actions during the meeting itself.
