He...wasn't sure how controlling the humidity and air pressure would be more efficient than dumping water on whatever areas of the City needed it. After all, humans invented sprinkler systems way in advance of weather control systems. But whatever, he wasn't going to argue. Seemed like this guy took things a little too seriously already.
