Very technically, the order counted for the Councilors as much as the actual guards, but Nightwing wasn't going to split that hair.

Nightwing stepped a little away from Moses, close enough to provide cover if necessary. But also to keep an eye on him. Not that he didn't trust him. To his gut, Moses had felt the most steady. He liked the guy. But there was a lot riding on this for them and he wanted to make sure it didn't get to him.

"You're trying to make it so that these people aren't your enemies any more," Nightwing noted. It wasn't actually an admonishment as such, but maybe more of a reminder. "Mercy tends to go further toward that than indiscriminate deaths." He paused. "Well. As long as everybody has all their faculties."

Lord knew mercy had never done much for the Joker.
