They can live on the ship for free, and eat for free, and will be protected for free, but if they want to buy a pair of pants when we stop for shore leave, then they need to work for Captain Picard."

They see themselves as being either above the law, or separate from it, and free to ignore it whenever they see fit. They're undisciplined, operate under some bizzare and nebulous set of rules that change when and how they see fit. They argue orders incessantly, wasting time and resources in the process.
"The military is the ultimate expression of the law, and subject to it under all circumstances. It's Rigid. Structured. Disciplined. The opposite of everything the superheroes are.
"The superheroes don't trust the command staff because of it, and have a hard time integrating. Several of them don't even bother, even splintering off to form their own group, The Outsiders. Even your friend, Bat Man, apparently spent months spying on this crew, rather than actually talking to the Command Staff to see where he could help them. Had Command not actually approached him and asked him to put his skills to use actually helping out, he likely still be skulking around in the shadows, peeping in on everyone like the depraved pervert he is." "The Command Staff has established multiple liaisons to help deal with the problem, but that's insufficient in my estimation.
"But you may be the solution to that problem. If you can successfully negotiate with Command and get the superheroes to better integrate into the crew as a whole, to become part of the crew, rather than some separate group that acts above them or deigns to work with them, we can put an end to the distractions, and we might actually end up making progress on figuring out the truth behind why we're here and what we have to do."
