Picard was standing on the bridge of the Enterprise E. Everyone entering found their clothes shifting into Starfleet uniforms as they entered, including the observers. The captain liked it that way. He thought it was appropriate. For his part, he had only three shining pips on his neck, and when Worf entered, the Klingon would find four pips on his own collar.
"Welcome to the bridge, Captain. Why don't you sit down?"

"Mister Worf," Picard began, "you have proven yourself time and again to be a trustworthy, noble, and caring individual. Your leadership skills and qualities have increased a hundredfold from when I first met you aboard the Enterprise-D. Without your invaluable assistance and aid, the Dominion War might have been lost, and the Borg would doubtlessly have claimed the Enterprise.
"The way you carried yourself today demonstrates to me that your strength can hold even in the darkest times. Therefore, with the confirmation of two Starfleet Captains, myself and Captain James Tiberius Kirk, it is my honor, Mister Worf," and here Picard grinned, holding up three solid gold pips, "to award you the rank and privilege of Commander."

Pride and gratitude welled up inside the Klingon. His captain, one of the men whom he trusted, respected and admired the most in the whole galaxy thought him worthy of promotion to the rank of commander. Worf would not disappoint him.
